I would like to share you as well the project that I am working with in this context. I lead facilitation of a National Learning Alliance for Sustainable Intensification, a project hosted by ILRI. We are part of SAIRLA program (https://sairla-africa.org/). SAIRLA is a five-year programme (2015–2020) seeking to generate new evidence and design tools to enable governments, investors and other key actors to deliver more effective policies and investments in sustainable agricultural intensification. One of the projects under SAIRLA is exploring innovative solutions for advising farmers on SAI practices and strategies, tailored extension messages to their context.
As part of SAIRLA, the project I work with, the National Learning Alliance, brings decision makers working on Sustainable Intensification issues for social learning event, including this Market Place organized in collaboration with the Ministry of Agriculture, Farm Radio and Digital Green.
You can find more about SAIRLA on the website: https://sairla-africa.org/
And more about the Ethiopian NLA is found in the website: https://sairla-africa.org/what-we-do/learning-alliances/national-learning-alliance-ethiopia/
Looking forward to more interventions in this e-discussion and see you all on Thursday.
Fri, 05 Apr 2019 11:18:18 ZM.Gebreyes@cgiar.org0ac55f72-b01a-4cfa-963e-de0027e9c0ebhttps://dgroups.org/_/lkb6l3y8discussionCLEANED modelDear All,

I would like to express candid appreciation to the team, who organized this
event.

The aim of our project is to use inclusive participatory processes to integr
ate environmental, economic and equity considerations into policy making and
implementation decisions around livestock intensification.

We take an innovative step forward in the use of computational tools for the
management of environmental and livelihood change in developing country cont
exts, the Comprehensive Livestock Environmental Assessment for improved Nutr
ition, a secured Environment and sustainable Development along livestock val
ue chains (CLEANED) tool.

We combined open access GIS data with participatory modeling to develop a
quick and but “good enough” context specific environmental impact
assessment simulation tool to explore consequences of possible livestock
value chain transformations in the developing world.

Our project case study site is in Atsbi, Woreda, Tigray. I¹m looking
forward to meeting you all at the event.

Our method is a means of delivering education and the benefit of computing
power to extension workers and communities. A small KIT with a powerful
projector which acts like a computer which has solar and power.

It¹s a one to many solution that allows a user to present to large groups.
But also allows them the opportunity to carry a large amount of knowledge
with them for reference. It¹s a solar smart solution you can carry anywhere.
And you can use it to integrate with other technology, use it with a phone
for instance, keep phones charged also use it to show pictures, video you
shoot or other content from the phone. It¹s being used successfully to teach
farming communities using local content. We also collaborate with content
providers like Access Agriculture, their videos come with our system, the
app now includes Amharic and Tigray languages. As content providers they are
happy to collaborate to create more languages and categories of instruction.

Because we develop our own software there are additions we can add to
enhance large scale training programs: we can for instance add a reporting
app to the system which can report how it is being used, the videos shown,
for how long and when, so you can keep a track of the extension workers and
their outputs without them having to fill in paperwork. Or we can add your
own cloud content service, so that every time the user opens the system
provided they can go online, all new information you provide will be
available to be downloaded by them. Linking these systems to market data on
buyers and pricing can establish valuable knowledge about routes to market
to allow better decision making.

As a company we are interested in developing new strands of hybrid
technology. Like Content Hubs. Think of these as stand alone information
kiosks that can be placed where there is no Connection of Electricity that
will hold, show, and delivery information to anyone who either uses the
keypad on it or logs into it wirelessly via phone. Content delivered via
satellite, electricity via solar. We believe that it¹s important that these
new technologies are tailor made to suit the environments and objectives
governments and NGO¹s have. So that communities and outreach and have
greater access to resources, knowledge and are therefore able to learn more
and make better decisions.

If you can think about it we can make it happen. I would be interested in
understanding what would be the ideal technology that you need to achieve
your goals so we can create the technology to meet your needs. And further
more there is a need to transfer that technology to the country so that it
is self sufficient in creating the technology and that there is greater
knowledge transfer.

Your ideas are welcome.

Werbayne McIntyre OBE | Director
Digisoft Education
Level 18, 40 Bank Street
Canary Wharf, London
E14 5NR United Kingdom
Tel +44 (0) 203 059 7766
m: +34 634 07 08 61
Skype: werbayne | w: www.digisoft-education.comFri, 05 Apr 2019 09:52:55 Zwerbayne@digisoft-education.comab1704aa-150e-4df4-8a4f-b075d212d139https://dgroups.org/_/pxywwhdxdiscussionWelcoming you to the ICT4EAS Stakeholders DialogueDear d-group members,
Good morning and glad to share my view from Farm Radio International
Ethiopia once again.
We are very eager to see you next week (April 11, 2019) in Addis Ababa, at
ILRI Campus for the ICT4AES event to share our digital innovative solution
(radio combined with mobile functionality and Interactive Voice Response)
which is Interactive, participatory, entertaining and locally
customized radio programs to reach thousands and millions of farmers with
up-to-date information and issues related to agricultural technologies and
practices; cross cutting issues like gender, HIV/AIDS; child and maternal
health; environmental; marketing; food security and nutrition; to mention
but few; in a real time situation. You don't imagine how the oldest but
still very powerful radio is supporting agricultural extension services,
especially in the countries like Ethiopia, whereby millions of farmers
still living in rural areas. Yes we know you are wondering how radio is
doing all this magic! Don't worry, let's meet next week and we shall tell
you in detail and share to you our experience and results we achieved.
After hearing that, definitely, we will be starting our joint partnership
immediately, to reach millions of farmers.

The event is organized to share experience and lessons from all ICT
solution providers in the country. So far, many solution providers
expressed their interest to share their solutions. So, let's meet at the
event and explore more for partnership and collaboration to support the
Ethiopian agricultural extension system towards ICT based and supported
extension service delivery. If you would like to know more about who are
the other solution providers, in addition to Farm Radio International,
kindly visit the event website here https://ict4eas-ethiopia.com/solutions/

Please share your personal as well as organizations's experience in this
group before the event, so that, we learn more about ICT in agricultural
extension.

With lots of regards,

*Samson Eshetu*
Ethiopia, Country Representative
Représentant Pays
e: seshetu@farmradio.org

[image: FRI Logo] *Farm Radio International | Radios Rurales
Internationales*
PO Box 19084, Addis Ababa, Ethiopia <https://goo.gl/maps/1RMB44ZgJMm>
farmradio.org <https://www.farmradio.org/> | Twitter
<https://twitter.com/farmradio> | Facebook
<https://www.facebook.com/farmradio> | Instagram
<https://www.instagram.com/farmradio/> | DONATE
<https://bit.ly/FRIemailDonation>

On Thu, Apr 4, 2019 at 8:13 AM dayalew@farmradio.org <dayalew@farmradio.org>
wrote:

> Hi All
> As Adrian mentioned it is better if we discuss and write your opinions
> more broadly and in detail on those questions. I am please to be part of and
share my ideas for this discussion.

Thanks Yenenesh for facilitation of the discussion, and ownership of such
an extremely valuable initiative. Samson and Million for initiating the
discussion. My reflection on the two questions:

1. What is the role of ICT in Ethiopia advisory service provision?

Despite the limited development of ICT infrastructures and expansion of
networks, ICT can be extremely helpful for advisory services in Ethiopia.
The potential contribution emerges from the inherent advantages of ICT
tools to collect big data sets and quality information from large data
points (for instance, remote sensing and GIS tools, mobile and computer
devises etc.), to experiment, learn and design intervention strategies
through analytical contributions of ICT tools (e.g. computers, artificial
intelligence and data science etc.), and dissemination of information at
scale (Radio, Video, Mobile, Websites etc.).

2. What are the main challenges?

There are challenges that hinder the role of ICT tools for advisory system
that can be reflected in low in Ethiopia that finally contribute to low
level of user acquisition, low level of user retention and limited impact.
The challenges include:

- Limited ICT infrastructure development and expansion (mobile networks,
rural electricity, internet facilities and capacities etc.)
- Low level of literacy and digital literacy (Most ICT tools require
some level of digital literacy to use, and many smallholder farmers have
difficulty of using the services on their own)
- Data quality and limited customization: Most ICT tools require a large
pool of information to adequately address the needs of farmers. For
instance, disseminating customized information requires data on
agro-ecology and micro-environment, rainfall, soil quality, crop type,
pests and diseases in the locality, market condition, etc., and that is
mostly not available (at least in the required quality).

Happy to discuss more on this based on the experience and research that we
did in Ethiopia and bench marking of similar services elsewhere in the
world in the ICT market place.

Thanks
Habtamu

On Thu, Mar 28, 2019 at 11:44 PM M.Gebreyes@cgiar.org <M.Gebreyes@cgiar.org>
wrote:

> Dear All
>
> My name is Million Getnet. What is the role of ICT in Ethiopia Advisory Service Provision?
>
> I think currently mostly the role of ICT is limited to computer and
> internet based applications of storage and communication services which
> advisory services, just like other sectors. However, we are witnessing an
> increasing use of ICT for advisory services. Innovations and business
> start-ups are coming up showing casing the huge potentials of ICT for
> advisory services provision. Only the radio fetches us with information. Hence with this limitation Farm Radio International came up with Radio 2.0 which means Radio able to interact with the listeners.
Radio 2.0 = Radio gives information and listeners participate using mobile devices
•Information given to Listeners via Radio and listeners gives their Feedback to the radio.
How Listeners Give Feedback?
Listeners give feedback to the radio by using their phone with the help of ICT that Farm Radio International develops. The listeners feedback will directly delivered to the Radio station for data purpose or improvement of the Radio program. The listeners gave feedback by using their phone with the help of ICT services that allows them to communicate with the Radio station.
How ICT Helps the Radio Interactivity?
ICT throw away the old-fashioned Radio system which is the one-way information flow to a Two-way communication device in which listeners and Radio station will be able to communicate without a limitation of time and place.
This ICT helps the Radio interactivity by allowing listeners with different way of Interaction.
Ways of Interactivity?
 IVR (Interactive voice Response) : This system allows the listeners to communicate with the Radio station by dialing to an assigned Phone number for that specific Radio station. When they called to that number there will be a recorded voice which instructs the caller to choose what he wants to respond.
Types of Questions in IVR
Closed Ended Question: This question will be asked for the listeners to answer their response by pressing their phone keypad numbers to choose from the choices.
E.g. Please tell us your Gender?
Press 1 if you are Men
Press 2 if you are Women

Open Ended Question: This question will be asked for the listeners to respond their opinion by using their phone to record their voice. They also able to raise a question.
E.g. what is your Motivation to participate in this Radio program? Please leave your answer after the bell rings.
This IVR system helps us to do researches with survey analysis.
What are the Interactivity Services?
There are different services we give by using IVR.
 Survey: Conduct a generic survey that collects information about demography, preference and information need of the audience.
 Polling: we can know listeners opinion by raising a polling question. We can raise an Open Ended question and Closed Ended Question.
 Tips: We can give advises and agricultural tips for the listeners.
 Reminder: Send automatic call for the listeners to remind that the Radio program will start soon.
 Beep2Seed: This type of service gives an information to farmers about location and contact for seed supplies in their area.
What are the main challenges of using ICT solutions for advisory service provision in Ethiopia?
- The biggest challenge for ICT is infrastructure problem, there is no reliable service for us to implement technologies to help agriculture for a better impact.
-It takes time for the farmer to adapt new technologies as we wanted.

Fri, 29 Mar 2019 05:50:51 Zdayalew@farmradio.orge0d5c8c1-6244-4723-bf41-20f8994e1975https://dgroups.org/_/c86gbbpddiscussionWelcoming you to the ICT4EAS Stakeholders DialogueDear All
My name is Million Getnet. In both projects I am responsible in organizing and facilitating social learnig in multi-stakeholder platforms established at national and sub-national levels.
Come back to addressing the questions;

1. What is the role of ICT in Ethiopia Advisory Service Provision?
I think currently mostly the role of ICT is limited to computer and internet based applications of storage and communication services which advisory services, just like other sectors. However, we are witnessing an increasing use of ICT for advisory services. Innovations and business start-ups are coming up showing casing the huge potentials of ICT for advisory services provision. I believe that ICT could have essential role to play in technology demand assessment and articulation, deploying improved technologies and impact assessment of adopted technologies.

2. What are the main challenges?
In my view, there are three levels of challenges that we need to overcome. First, on the supply side, the ICT infrastructure is still in the infancy stage. Connectivity is still a problem in many rural areas. On the users side, the level of illiteracy of the large number of rural communities is a major problem. Even basic services may require basic reading and writing and arithmetic skills, which is lacking in many rural areas. In between, ICT solutions and ICT solution providers are also at an infancy stage.

With best,
Million

. We help African broadcasters meet the needs of local
small-scale farmers and their families in rural communities by providing
broadcaster resources such as information and resource packages,
broadcaster training to help develop a higher standard of farm radio
services, and impact programming to plan and deliver special radio
campaigns and programs that address specific development challenges. All of
our programming is designed to be accessible and relevant to small-scale
farmers. For more info, please visit our website at *www.farmradio.org*
<http://www.farmradio.org/>

Contributing to a discussion questions:

1. *What is the role of ICT in Ethiopian Advisory Service Provision?*

Generally, ICT support service provision in terms of reaching large
audiences including those who are difficult to reach physically.
Specifically, ICT would help advisory service provision in the following
ways:

· Increase number of reaches by using ICT tools like Radio, Mobile,
Video, etc; This is due to the fact that, extension workers have limited
capacity to reach many farmers at a time;

· Increase interactivity and participation of clients/beneficiaries
by using ICT tools like Radio combined with mobile and Interactive Voice
Responses (IVR); locally made videos,

· Enhance knowledge, skills and attitude of value chain actors in
general and small scale farmers in particular by using various and
combination of ICT tools together with a face to face service provision;

· Reduces cost of reach per farmer compared to face to face service
provision;

· Provide real time information within a short period of time, like
weather and market information,

2. *What are the main challenges of using ICT solutions for advisory
service provision in Ethiopia?*

In the Ethiopian context, there are some challenges in using ICT solutions
which includes but not limited to:

· Weak ICT infrastructure i.e. weak and intermittent internet
connectivity,

· Public dominated and single service provider (Ethio Telecom);

· Limited number of skilled human resource;

· High cost of ICT tools due to high import taxation. As a result,
limited usage by extension service providers.

Let me stop here for now and looking forward to hearing more from others.

Regards,

*Samson Eshetu*
Ethiopia, Country Representative
Représentant Pays
e: seshetu@farmradio.org

[image: FRI Logo] *Farm Radio International | Radios Rurales
Internationales*
PO Box 19084, Addis Ababa, Ethiopia <https://goo.gl/maps/1RMB44ZgJMm>
farmradio.org <https://www.farmradio.org/> | Twitter
<https://twitter.com/farmradio> | Facebook
<https://www.facebook.com/farmradio> | Instagram
<https://www.instagram.com/farmradio/> | DONATE
<https://bit.ly/FRIemailDonation>

On Thu, Mar 28, 2019 at 4:30 PM alemuwolde347@gmail.com <
alemuwolde347@gmail.com> wrote:

> Well received thanks.
>
> On Thu, Mar 28, 2019, 1:04 PM Alemu Wolde <alemuwolde347@gmail.com wrote:
>
>> Well received thanks.
>>
>> On Thu, Mar 28, 2019, 12:33 PM yeneneshe@yahoo.com via Dgroups <
>> ict4eas-ethiopia@dgroups.org wrote:
>>
>>> Dear colleagues and friends,
>>>
>>> You are invite to participate in the *ICT4Extension and Advisory
>>> Service stakeholders dialogue* taking place at ILRI, Addis Ababa on *April
>>> 11, 2019*, organized jointly by Ministry of Agriculture, ILRI-SAIRLA,
>>> Farm Radio International and Digital Green.
>>>
>>> We want to make this event an unprecedented opportunity for development,
>>> therefore a preliminary e-discussion is organized from the 27th of March to
>>> 10th of April on the following questions:
>>>
>>> 1. *What is the role of ICT in Ethiopian Advisory Service Provision?*
>>>
>>> 2. *What are the main challenges of using ICT solutions for advisory
>>> service provision in Ethiopia?*
>>>
>>> 3. *What are some of ICT solutions and delivery mechanisms that you
>>> would wish to see applied or you see to have the potential in the
>>> Ethiopian advisory service provision system?*
>>>
>>> 4. *Would you kindly share some of your experiences regarding ICT in
>>> Extension and Agricultural Advisory Service ?*
>>>
>>> *The following colleagues will do the facilitation during the 2 weeks:*
>>>
>>> · Andry (Andrianjafy Rasoanindrainy, Farming & Technology for Africa)
>>>
>>> · Daniel (Danil Ayalew, Farm Radio International)
>>>
>>> · Tadesse (Tadesse Amberbir, Ethiopian Institute for Agricultural
>>> Research)
>>>
>>> To contribute, just *reply to this email*.
